In France, following the 2015 law on energy transition for green growth, the mayor has the option of extending the 30 km/h speed limit to all or part of his or her road network. The widespread introduction of 30 km/h, or "30 km/h cities", means that a large percentage of the road network is limited to 30 km/h, with some roads remaining at 50 km/h, and some streets being designated as pedestrian ... zones or pedestrian areas. By September 2022, more than 28 prefecture towns had introduced 30 km/h, with others expected to follow. Towns and villages of all sizes will also be affected. This document is based on the report on order of an Administration drawn up by a group of five student civil servants from September to November 2022 at the request of Cerema. It sets out guidelines for the elected representatives and technical staff of municipalities or EPCIs wishing to embark on this process. These recommendations have been drawn up on the basis of interviews with representatives of local authorities that have already embarked on the generalisation process. Five types of local authority were represented in the sample: a European cities (non-French), a French cities, a central urban municipality (~50,000 inhabitants), a suburban municipality (~30,000 inhabitants) and a small municipality (~5,000 inhabitants). The interviews were conducted by the students in September and October 2022. The recommendations that follow are therefore based on the experience of the local authorities interviewed and the analysis drawn up by these same students.
