Outside large cities, cars account for the lion’s share of everyday travel, and alternative mobility offerings are very limited. The issue of mobility in rural areas and medium-sized towns has numerous environmental, social (owing to the dependency of certain parts of the population) and economic implications (relating to an area’s attractiveness, or access to employment, for example).

sustainable mobility solutions do exist. To encourage their development, a Rural Mobility Plan aimed at sparsely populated areas was introduced in 2015, before being replaced in 2019 by the “Plan de mobilité simplifié” (PDMS).
This voluntary plan is intended for mobility organising authorities (autorités organisatrices de la mobilité - AOM) that are not formally required to produce a mobility plan. This methodology guide has been produced to support local stakeholders introducing a PDMS, covering each step from initial development to post-implementation assessment. It describes the general principles, development process and possible content of the plan.
